First Paralympic Games in state begins
ITANAGAR, Mar 15: The first Paralympic Games in the State organized by Arunachal Pradesh Paralympics Association (APPA) began at Sangay Lhaden Sports Academy Complex, Chimpu, Itanagar on Tuesday.
Secretary, Sports Dani Salu, who hoisted the Games flag and later declared the competition open, said that the differently abled persons can also perform equally well.
Citing the examples of German Music Composer Ludwig van Beethoven and inventor of gramophone Thomas Alva Edison, who were deaf, Salu encouraged the so called differently abled people to strengthen their will power and self confidence, which will help them overcome all hurdles in life.
Highlighting the rights and equal opportunities for persons with disabilities (differently abled person), the Secretary (Sports) encouraged them for full participation in all field.
Salu also positively responded to the memorandum submitted by APPA, saying that their demands will be looked into.
The memorandum demanded corpus fund of Rs. 20 Lakh for Paralympic Games, Rs. 10 Lakh each for Umang Festival and for procurement of sports goods/items, boys and girls’ hostels for persons with disabilities, their training at SLSA, and creation/appointment of five posts of coaches for them.
Over 130 differently abled persons from various parts of the State and DPM School for Hearing and Visually Impaired are participating in the Three-day Games. The events included, 100M, 400M, 800M and Wheel Chair Race (100M), Long Jump, Shot Put, Javelin Throw, Chess, Carrom, Volleyball (Men) and Arm Wrestling.
Earlier, inauguration songs by the visually impaired children of Donyi-Polo Mission School of Hearing and Visually Impaired and the dance to the tune of famous ‘Rikam Pada’ by the hearing impaired children received a big round of applauses from the sizable spectators present on the occasion.
Papum Pare Deputy Commissioner Sandeep Kumar Singh, Director Sports Tadar Appa, Director Youth Affairs DK Dinglow were present during the inaugural function.
The Games is organized under the aegis of Directorate of Sports and Capital Complex Administration.

LM&CA launches consumer helpline

ITANAGAR, Mar 15: Legal Metrology & Consumer Affairs (LM&CA) Department of the state Government has launched the consumer helpline on the occasion of World Consumer Rights Day on Tuesday. The toll-free State Consumer Helpline number 1800-345-3601 was formally inaugurated by the LM&CA Secretary, Gamli Padu at the office of the Controller, LM&CA, Naharlagun for the benefit of the consumers. Now the consumers will able to register their grievances through the consumer helpline.
While addressing the officials of the department in a meeting held on the occasion, Padu disclosed that the Govt of India, in order to generate awareness about the utility of the Consumer Protection Act, 1986 and for protection of consumers, had set up a National Consumer Helpline on March 15, 2005 in the University of Delhi with support from the Union Ministry of Consumer Affairs. Considering its success, the GoI has provided financial assistance to all the states/Union Territories for setting up of State Consumer Helpline.
‘The department, despite facing shortage of staff in various parts of the state has been doing a commendable job by organizing numerous meetings and camps to create awareness among people, Padu pointed out and called for opening up of consumer clubs at all schools in rural areas to educate students about consumers rights.
Informing that the department will soon start mobile inspection team to cover areas having shortage of officers to spread awareness regarding consumer rights, Padu further urged the officials to conduct regular inspections and check unfair trade practices with support of respective Bazar Committees.
Earlier, explaining about the newly launched helpline, LM&CA Controller, G. Dirchi said that the project recognizes the need of consumers for a telephone helpline to deal with a host of problems arising in their day to day dealings with business and service providers. The helpline will be operated by the officials of the department of LM&CA as counselors who will attend the calls between 1000hrs to 1500 hrs on all working days. Citizens can call to seek information, advice or guidance for dealing with their problem, he added.
By launching this helpline, the department is providing the consumers a platform to apprise the department about the grievances and provide first-hand information to the traders or service providers, said Assistant Controller LM&CA cum-Manager of state consumer helpline, Taba Tabin. He further said that the helpline’s manager or counselor will persuade the trader/service provider to settle the dispute out of court and if the issue is not resolved then advise the consumer to consumer courts as established under the Consumer Protection Act, 1986 as last resort.
Representatives of NIC, Bazar Committee and Municipal Council were also present on the occasion.
CM assures fund for IMC
ITANAGAR, Mar 15: Municipal Councils in Arunachal is all set to get a facelift as state government moots to strengthen the Urban Local Bodies.
Chief Minister Kalikho Pul revealed his plans for the local urban bodies when 30 councillors of Itanagar Municipal Council led by Chief Councillor Kipa Kaku and Deputy Chief Councillor Kipa Babu called on him on Monday evening. Also present in the meeting was Chief Estate Officer and ADM Talo Potom.
During the meeting, measures for sanitation, cleanliness, beautification and modification of Itanagar urban city was broadly discussed and agreed upon for urgent implementation. He announced that all grants under TFC and FFC meant for urban local bodies would be released in totality.
Stating that keeping cleanliness and sanitation of Arunachal, more particularly the capital region is on state government’s high agenda, the CM called for a concerted effort from all irrespective of party affiliations, caste, creed, community and religion to make Itanagar region a worthy place to live in and a perfect destination for the visitors. “Our State Capital is the mirror that reflects the actual picture of the entire state. He also exhorted the Councillors to tighten up their belts in ensuring clean and crime free capital zone.
CM assured to fill up 60 additional manpower to meet the staff shortage of IMC which includes two executive engineers, four assistant engineers, 7 junior engineers apart from ministerial staff like UDC, LDC and computer operator and fourth grade staffs like peons and watchmen.
On being informed that around 30 sanitary assistants out of 173 are being used as office attendants, Pul categorically called the IMC to immediately rationalise staff detailing by using them for the purpose they have been appointed for.
He also announced to provide Rs. 2 crores for garbage reduction source which would be used as revolving fund. The municipal council would procure good quality polythene and distribute it to every household of the capital region at nominal prices. Every household will be specifically briefed to use the polythene to gather the waste and throw in the designate garbage dustbins that would be constructed in every ward and sector. The amount would also be used for generating awareness on health and hygiene through sensitisation programmes in regular intervals. CM asked the councillors to identify suitable places in every sector for construction of RCC dustbins and also directed the concern engineers to prepare estimates for the same.
Chief Minister while underscoring the need for atleast 60 public toilets in and around the capital region, instructed IMC to identify locations and prepare detail estimates for construction of public sanitary toilets in key areas. Giving specifications, Pul advised for constructing separate toilets for ladies and gents with pay and use basis for ensuring clean and sanitised latrines. He asked to incorporate cost of the land in their estimate. He however informed that the project would be taken up in BE 2016-17.
Responding to the vehicle crisis faced by the IMC to lift the garbage, CM announced to provide ten mini tipper trucks with hydraulic unloading system immediately while one JCB multi-tasking earth mover would also be procured for the Municipal council.
Pul gave a positive nod for dumping ground one each at Karsingsa for covering the areas of Naharlagun-Nirjuli-Banderdewa and Chimpu for Itanagar. He assured to provide funds for development of dumping grounds with working out possibilities for solid waste management.
Underscoring the need of burial cum cremation ground for Naharlagun and Itanagar denizens, CM assured to construct approach road to the existing burial cum cremation ground at Nirjuli besides providing boundary wall, lighting system, waiting shed, water supply etc. for the crematorium. He also promised to work out possibilities for installation of electric crematorium facility at the designate place for convenience of general people. Similar burial cum cremation ground at Chimpu, Itanagar would also be developed with all facilities, CM assured. He asked IMC to prepare detail estimate on an urgent basis.
With ever burgeoning traffic in the capital region which has an average of 45 new vehicles being registered on daily basis, CM emphasised for urgent need of parking place to ease out traffic congestion. The haphazard parking of vehicles along the highway has been attributed as one of the prime reason for traffic jam. He directed IMC to identify suitable locations in key areas of capital region to develop parking buildings.
CM exhorted the councillors to become active partners to development. He sought their support in helping the government by providing information on law and order and also on encroachment cases in their respective wards and sectors. While informing that the district magistrate has already issued administrative orders for checking rampant earth cutting and dumping muds and construction materials alongside road which apparently decrease the width and creates problems for the commuters, CM asked them to help administration by becoming watchdogs of such mal-practices.
He further called them to assist the government in solving the infamous compensation issue which has been stalling the 4 lane highway project from Itanagar to Banderdewa. “If we have better roads, other developments will automatically follow” Pul added. He further sought the councillors’ support in discouraging the fine system prevalent in the capital region during motor accidents.
CM revealed that Rs. 5 Crore has been released for carpeting and widening of Itanagar –Jullang –Naharlagun road as alternate arrangement for easing out traffic. He said that the road stretch from Governor’s helipad through Doordarshan Colony connecting the SP’s office Itanagar would be made functional by constructing retaining wall at eroded portion near ESS Sector, Itanagar. By making one way provision, the capital traffic could be eased out to a great extent, he justified.
Wild meat seized at Pasighat

PASIGHAT, Mar 15: The officials of Forest department with the help of Adi Baane Kebang (ABK) members and Women organization activists seized wild meat, including hundreds of roasted squirrels and carcasses of two birds from Pasighat vegetable market on Tuesday afternoon.
The wild meats were concealed under the heap of leafy vegetable by a vendor near rostrum in the market.
Later, the forest officials in presence of ABK members and local public burned the wild meats at the market place.
HLS beneficiaries cry foul

ROING, Mar 15: Yet another village under Dambuk Circle of Lower Dibang Valley district has come under the scanner regarding alleged diversion and unfair distribution of Home Lighting System (HLS) under CSR Scheme.
A group of senior citizens from Bizari-C village have alleged that 64 HLS were allotted to the village, however, 18 beneficiaries (all BPL) have not received their HLS even though their names were in the beneficiary list.
"The ASM Bizari-C had submitted the list of beneficiaries to the ZPM 9-Bomjir Anpum Block. But the unfair distribution was done under the ZPM without any consultation or verification with the ASM", said the senior citizens alleging the ZPM to be politically biased while conducting the distribution.
"Because of people not being aware of their rights in the past, we have suffered a lot under the hands of such biased public leaders. However, we have decided to fight for what is rightfully ours", they said. "The most sad part is that even in this age we have to run around for a solar light to light our homes, that is entitled to us", they added.
They have also submitted a complaint to the DC Roing Ravi Dhavan regarding the matter. "We have been assured by the DC that he will look into the matter. We have high hopes from the DA to provide justice at the earliest", they said.
Lowangdong assures to resolve grievances of civil servants
ITANAGAR, Mar 15: Education Minister Wanglin Lowangdong has assured the Arunachal Pradesh Civil Servants to redress their grievances for the improvement of administrative system in the state. Lowangdong was addressing the participating civil servants from the state and other NE region at the two days "North East Regional Conference of All India Federation of State Civil/ Administrative Service Associations" which concluded at Itanagar on March 12 last.
Education Minister stated that Arunachal Pradesh Government needs to deeply introspect in this regard and look into the grievances of the APCS cadres. Acknowledging the pivotal role played by state civil servants in managing the state of the affair, he assured to impress upon the Chief Minister and his cabinet colleagues for a positive remedial measure, so that their genuine grievances are resolved for a better administrative set up in the state.
A good service condition could inspire the best brain of the state to enter civil service and take it as a challenge, he added.
Earlier, Arunachal Pradesh Civil Service Officers' Association (APCSOA) president Sadhana Deori submitted a memorandum to education minister.
Speaking on the occasion All India Federation of State Civil/ Administrative Service Associations (AIF) President Jiban Chakraborty stated that administrative structure followed for Arunachal Pradesh Civil Servants lacked proper set up in the area of career progression.
“There is undermining and underutilization of the officers as compared with other states,” he said and suggested several remedial measures to boost morale of the officers.
Shivdular Singh, Secretary General of AIF said complete overhauling is required in the administrative set of state civil service in order to accommodate better career prospect and challenges for the APCS officers. Government needs to intervene to resolve the prevailing apathy towards the state Civil Servants, he added.
Kevekha Kevin Zehol, President, Nagaland Civil Service Association shared, “After seeing the critical role of Nagaland Civil Service, Nagaland Government was obliged to keep two posts of Commissioner, 9 posts of Secretary, 15 posts of Additional Secretary and 35 posts of Joint Secretaries to Nagaland State Civil Servants despite the fact that, their cadre strength is only 298, whereas, APCS has 422 strong Cadre.”
He further lamented the fact that civil servants are inducted into service without any induction training. “This is like sending a hunter to Forest without arm. Nagaland Civil Servants are fortunate to have a comprehensive induction training of more than one year. The newly inducted Civil servants are sent to Bharat Darshan Mission. They are made acquainted with Central Ministry and are also sent to abroad. We have a comprehensive training policy in our state,” said President Nagaland Civil Service Association.
For the first time, APCSOA hosted the "North East Regional Conference of All India Federation of State Civil/ Administrative Service Associations in Arunachal Pradesh. Delegates from Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura along with host Arunachal Pradesh participated in the confernece.
It was the first maiden conference, wherein civil servants from the North Eastern states interacted among themselves and made a comparative study of the various administrative practices followed in NE states and thereby promulgating and adopting the best practices of good Governance in North East Region.
The conference resolved to bring about unity of AIF at pan India level and besides aspired to bring good governance to the public by endeavoring to adopt the best practices of Good Governance at uniform level and to work for the welfare of the State Civil Servants in India.
World Consumer Rights Day celebrated
Itanagar, Mar 15: Along with rest of the world, World Consumer Rights Day was celebrated across the state with various programmes on Tuesday.
At Roing, in order to create awareness among the consumers about their Rights, the Department of Legal Metrology & Consumer Affairs, Roing headed by Inspector and incharge ACLM, Debojit Linggi along with members of AMYA, an NGO and supported by the District Administration distributed pamphlets to the HoDs, Branch Officers and to the consumers in the market area. Banners were also displayed in important locations of the Roing township for larger awareness.
The department has appealed the consumers to exercise their rights and duties under Consumer Protection Act 1986. They informed that under CPA 1986, consumers have their rights to safety, right to be informed, right to choose, right to be heard, right to seek redressal and right to consumer education. They further appealed consumers to remain alert and to protect themselves from buying adulterated food items, counterfeiting and spurious goods, overpricing, used of faulty weights and selling of expired products. It was also informed the consumers that they can bring their complaints to the District Consumer Disputes Redressal Forum for simple, speedy and inexpensive redressal of their grievances. DIPRO
At Ziro the Department of Legal Metrology & Consumer Affairs, observed the World Consumer Rights Day at Ziro. Inspector LM&CA, Debia Tana informed about the activities of the Department of Legal Metrology and Consumer Affairs. While briefing about the various provisions of the Legal Metrology Act 2009, he appealed all to insist on rights as Consumers, be alert on spurious goods, adulteration, counterfeiting, over pricing, use of faulty weights & measures and expiry products. Later he also demonstrated ways to identify faulty practices by the shopkeepers and reminded all to be alert.
District Program Officer, Dr. Subu Habung attending the programme as the resource person dealt in detail about the Consumer Protection Act 1986. He appealed all to acquire more knowledge about the rights & duties of consumers to avail natural justice through the provisions under the act.
Sr. Supervisor (ICDS), Hage Appa, exhorted all consumers to cooperate with the Department of Legal Metrology & Consumer Affairs, so that the common consumer would be able to redress their grievances against manipulations and malpractices in their areas. She also appreciated the Department for conducting such Consumer Awareness Programme.
District Consumer Protection Officer cum Assistant Controller, Department of Legal Metrology & Consumer Affairs, HH Atung presented the report of consumer cases solved under the President of District Consumer Dispute Redressal Forum, Ziro. He appealed every citizen to support and cooperate to foster the consumer protection movement to protect and promote the interest of common consumers.

Pul reaches out to various stakeholders for planning
ITANAGAR, Mar 15: Chief Minister Kalikho Pul today reached out to stakeholders in the State seeking their inputs on assigning priority areas and in coming up with suggestions that the government could incorporate into the planning process.
In a letter to the key civil society organizations, functionaries as well as officials in his own government, Pul stated that even as the government is engaged in the process of scrutinizing and evaluating programmes for formulating policies, it is also a fact that without proactive participation from all stakeholders, arriving at a comprehensive approach to development is not possible.
“With the limited resources that our state has, coupled with a very narrow revenue base, we have to look at new ways to achieve the desired objectives of equitable development of our state”, he said.
In particular, the Chief Minister sought specific suggestions from the various key sectors of health, education, law and order, commerce and industry, women’s welfare and empowerment, persons with disabilities, community based organizations and academia, including from the Centre for Development Studies at the Rajiv Gandhi University. Conveying that he would be personally monitoring the feedback process, Pul said that these suggestions would greatly help in collating a long-term perspective on development in the State.
With this initiative, Chief Minister has sought to include various stakeholders in the planning and policy making process and expressed that together we can take Arunachal to greater glory.
ABK 'Consensus Report' against wildlife hunting unveiled

PASIGHAT, Mar 15: As part of its continuing efforts to create mass awareness against hunting wildlife in the name of festival and rituals and conservation of bio-diversity, the East Siang unit of Adi Baane Kebang (ABK) in collaboration of Wildlife Trust of India (WTI) on Tuesday conducted a meeting of the Gaon Burahs, Panchayat leaders and NGOs at Pasighat market.
The ABK conducted seven-month-long awareness campaign with theme “Preservation, Protection and Conservation of Biodiversity” and sensitization of community members on “Ban Ritual Hunting” at different places of the district. Based on the discussion and decisions, it has submitted the “consensus report” and demanded the authority for its effective implementation.
According to the ABK report, majority of people of the district gave consent to complete ban on selling and transportation of air gun (used for killing birds and small animals) and hunting of wild animals and birds using firearm besides fishing by using power generator and blasting etc. As such, the Kebang adopted resolution to place their demands before the district administration to restrain unauthorized selling of IMFL (alcohol), narcotics and other harmful substances and to strict action against the illegal traders.
Another demand raised by the Kebang was complete ban of Band Saw-Mill operation in the district.
The Kebang in an earlier meeting at Mebo, chalked out strategies to protect the wildlife in Daying Ering Wildlife Sanctuary. Thus, the ABK with the help of Mising Students’ in Assam pledged to assist the wildlife authority in this regard.
While placing the demands in the form of memorandum, the ABK (East Siang) general secretary, Tajing Taki requested the East Siang Deputy Commissioner to issue additional executive order urging immediate surrender of Air Guns and empower the Gaon Burahs and local bodies to deal with the wildlife cases.
It further urged the district administration and forest department to book the hunters and illegal traders and punish them accordingly.
East Siang DC, Isha Khosla in her address urged the people to save wildlife as these have an indispensable role in the ecosystems. Stressing on the need of conservation of animal diversity and natural resources for future generations, the DC urged the Goan Burahs and community leaders to come forward in this regard. According to her, executive order would not come into force until and unless the common citizens realize their fundamental duties to protect the flora and fauna.
Among others, representatives of WTI, DR Johan Ahmed, Chief Conservator of Forest, Milo Tago, Divisional Forest Officer (T), Tabang Jamoh, East Siang Zilla Parishad Chairman, Kaling Dai also spoke on the occasion and supported ABK move.
Entrepreneurship Development prog for youths
ITANAGAR, Mar 15: A day-long workshop aimed at motivating the youths towards the entrepreneurial opportunities available in processing, packaging and marketing of oranges and large cardamom through value addition was organized at IGG College, Tezu in joint collaboration of Entrepreneurship Development Cell (EDC) and Amik Matai Society,.
Principal of the college Dr. Tasi Taloh emphasised on the need to involve the youth in entrepreneurial activities rather than eyeing on government or low paid jobs.
Vivek Salwan, an MBA from Indian Institute of Management, Kolkata gave extensive inputs relating to entrepreneurial opportunities related to oranges and large cardamom ranging from business proposal preparation, using satellite imagery to explore the availability of raw materials, disintermediation, organic certification, using web technology for better marketing of the produces.
Coordinator of the EDC, Dr. K Rajendra Babu and Vice Principal of the College SC Pradhan also participated in the deliberations.
The workshop was attended by a group of 60 students from arts, science and commerce streams and faculty members.
Meanwhile, the NSS cell of IGG College, Tezu organised its special camp with the theme ‘Clean and Green Campus’ in the college campus on March 13 and 14.
Around 220 student volunteers along with teaching and non teaching staff took part in the two days camp and cleaned the college premises.
A plantation and beautification drive, cleaning of the college main road, college library, auditorium and college botanical garden were some of the works undertaken by the NSS volunteers under the supervision of unit Programme Officer N. Singpho.
Besides, the NSS unit has developed the college children park and donated some play items for the recreation of the campus children.
Principal of the college Dr. Taloh, Vice Principal Pradhan and other senior faculties were present during the valedictory function.
While addressing the students, the Principal spoke on the importance and role of the NSS volunteers and their community services. The Principal exhorted the students to engage themselves in extensive rural outreach programme along with the academic endeavors. He also made the students acquaint with the motto of National Service Scheme and urged them to be prepared to serve during natural calamities like floods, earthquakes and fire accidents etc.
TAH affected people unhappy over land compensation rate

DAPORIJO, Mar 15: The All Arunachal Pradesh Trans Arunachal Highway Welfare Association (AAPTAHWA) has strongly objected to the rate of compensation for land acquisition for Trans-Arunachal Highway ( from Bopi to Tai) in Upper Subansiri district.
According to AAPTAHWA, the district administration has declared the rate of compensation for land acquisition @ Rs 11 per square-meter.
The district administration, by fixing such meagre amount of compensation despite repeated protests by the land affected people, in fact, is trying to snatch the lands, which in no way is acceptable, said the representatives of the association.
“No one should curtail the rights of the citizens in the name of development,” opined the association members.
General Secretary of AAPTAHWA Tadam Lida claimed that the State Government had approved the rate @ Rs 140 per Sq.mt. and the same was sent to the Deputy Commissioner for consideration and necessary action. But, the DC has allegedly fixed the rate of compensation for per square meter of land @ Rs 11 at his own discretion, the AAPTAHWA general secretary alleged. He, on behalf of the TAH affected people, demanded for re-fixing the rate @ Rs 140 /Sqmt as reportedly approved earlier by the government.
The AAPTAHWA general secretary also said that the DIPRO report on March 11 meeting on TAH, which was attended by MLA Paknga Bage, Chief Engineer Highway Western Zone Bora Ete, Deputy Commissioner Komkar Dulom, ZPMs did not reflect or highlight the actual grievance of the affected people.
Meanwhile, Deputy Commissioner told that a series of meeting was held on this issue, and the final meeting was convened on March 10 at Rijo conference hall, where it was ‘unanimously’ resolved to carry out the work without any delay. Minister assured support for quality performance in Education dept
ITANAGAR, Mar 15: Education Minister Wanglin Lowangdong has assured the Education department of support at length for attaining outstanding performance and quality delivery without delay.
Lowangdong was interacting with the Commissioner (Education) Marnya Ete, accompanied with the Directors of the department and other senior educational administrators in an introductory meeting on Tuesday.
The Minister stated that structural networking and concerted efforts are required to channelize the energy of the department with proper passage for educational advancement of the state. He added that transparency, cooperation, Grievance Redressal and the change in mindset for service to the humanity always matters.
Earlier, briefing about the status, strength, achievements and challenges of the department, Commissioner Ete, assured to put extra efforts in boosting the performance level of the department to win the admiration of the people.
Sense of belongingness needed for development: DC
ITANAGAR, Mar 15: Lower Subansiri Deputy Commissioner, Kemo Lollen urged the HoDs and the administration officers posted in the district to have a sense of belongingness to the district for overall development. DC Lollen was chairing the first coordination meeting after taking charge of the district on Tuesday.
While insisting on quality work in the infrastructural projects, the DC said that there would be strict monitoring with photo and video evidences. He also desired that the habit of camping in the state capital by few officers be stopped and officers be present at their posting places.
Further, he solicited support from all the stakeholders for realizing the World Heritage Site dream for Ziro. The DC also expressed hope that the long pending Potin to Bopi Trans Arunachal Highway would be executed soon.

Liagi Baht awarded Gandhian Young Technological Innovation Award
NEW DELHI/ZIRO, Mar 15: Liagi Baht, a foreman/motor vehicle inspector by profession under Government of Arunachal Pradesh was awarded the Gandhian Young Technological Innovation Award (GYTIA) at New Delhi on March 13.
Baht who is actually a motor mechanic but his dedication innovated a bamboo processing technique. He was the lone awardee representing in the history of
innovation from the state among the nine other recipients across the nation at the auditorium of Rastrapati Bhawan Cultural Centre, President’s Estate, New Delhi.
GYTI award is being given to the innovators for his outstanding contribution in the field of innovation every year by the Society for Research and Initiative for Sustainable Technology and Institutions (SRISTI), an Ahmedabad based organisation. The award comprised of a citation, a shawl and a certificate.
Earlier the award programme was inaugurated by the President of India, Pranab Mukherji on March 12.
The award was given by Dr. R. A. Mashelkar, Chairperson, NIF-India. The programme was in continuation of the 36th Shodh Yatra conducted in January, 2016 in Lower Subansiri district led by Padmashree Prof. Anil Kumar Gupta, founder, the Honey Bee Network, SRISTI, and Executive Vice Chair, NIF-India, Ahmedabad and coordinated by Nature Care and Disaster Management Society (NCADMS), Ziro.
Chairperson NCADMS, Rubu Buker led a team from the state consisting of Liagi Baht, Dora James, Tanya Taring of Govt. ME School Tajgi, Duyu Munya and Hibu Sara of
Govt. Secondary School Tajang and Govt. ME School, Siiro respectively. These school children were selected during the 36th Shodh Yatra Programme conducted in Lower Subansiri at the national level in the creative idea competition. The selected students are rigorously participating in the district to participate in the idea competition.
Heavy rains lash Yingkiong, Pasighat
YINGKIONG, Mar 15: Heavy incessant rain with hailstone and thunderstorm occurred on Tuesday at Yingkiong and Pasighat throwing normal life out of gear. The turbulent rain water damaged roads at several points within the Yingkiong township. Town Magistrate EAC Jumte Jini inspected and monitored the Simar Stream which has risen up suddenly. However no untoward incidents have been reported, reports DIPRO
Meanwhile, heavy wind followed by hailstorm lashed Pasighat and its adjoining areas of neighbouring Assam on Tuesday morning causing damage of vegetable and horticulture crops in the areas.
Apart from the hailstorm, heavy downpour hit life in Ruksin, Pasighat and Mebo areas. However, there is no report of any loss of life or major devastation in any part of the region.
BA, B.Com, B.Sc re-checking results out
ITANAGAR, Mar 15: Rajiv Gandhi University (RGU) has declared the re-checking results of BA, B.Com and B.Sc semester examinations held during December, 2015 of all affiliated colleges.
The results can be seen at university website; www.rgu.ac.in or in the respective colleges.
Candidates, whose results have been declared 'Changed', are suggested to submit their earlier marksheet to get new ones on March 18.
PAPF demands land compensation
ITANAGAR, Mar 15: The Project Affected People’s Forum (PAPF) has sought immediate approval of the land compensation under 3097 MW Etalin Hydro Electric Power Project in Dibang Valley district.
In its representation submitted to the chief minister, the Forum expressed disappointment that the land compensation proposal which was submitted to the concern higher authority six months back is yet to get approval.
Union demands posting of junior teachers
ITANAGAR, Mar 15: All Pakke-Kessang Pijerang Dissing-Passo, Seijosa Students' Union ( APPDSSU } has demanded the Deputy Director of School Education (DDSE), East Kameng for posting of Junior Teacher (JTs) for various subjects in Govt. Secondary School Pakke-Kessang, Govt. Middle Schools, Khodaso and Rilloh.
In its memorandum to the DDSE, the APPDSSU stated the students of these schools have been facing lots of problems in their academic studies due to the non-posting of subject teachers.
It demanded for posting of teachers (JTs) for English and Science subjects in Govt. Secondary School Pakke-Kessang and Mathematics teachers at Govt. Middle Schools, Khodaso and Rilloh before the academic session-2016-2017. Both the middle schools have been reportedly running without Mathematics teachers for many years, it informed.
Union demands early start of road improvement work
ITANAGAR, Mar 15: All Banderdewa Circle Students' Union (ABCSU) demanded for immediate start of carpeting, improvement and maintenance of Banderdewa-Karsingsa stretch of the road.
Expressing concern over delay in starting the road improvement and carpeting works of the vital portion of the road, the ABCSU in a memorandum addressed to the Chief Minister appealed him to take personal initiative so that the work is started immediately.
Students, office goers, patients in particular have been suffering a lot due to the bad road condition, the memorandum said.
Complaint lodged against Sumo drivers without shoes
ITANAGAR, Mar 15: All Nobya Welfare Society of Daporijo has lodged a complaint with Upper Subansiri Deputy Commissioner against Tata Sumo drivers for driving without shoes.
In its complaint letter, the Society claimed that majority of the drivers of Tata Sumo plying between Daporijo and Itanagar wear slippers (hawai chappal) instead of shoes. It appealed to the DC to pass necessary instruction to the appropriate authority to check the in obedient and unruly drivers for safety and security of passengers.
Association demands arrest of assaulter
ITANAGAR, Mar 15: Karko Ao Welfare Association (KAWA) in a memorandum has demanded the Chief Secretary for immediate arrest of one Joram Papon for his alleged involvement in physical assault on SSA JE Oni Ering on March 1 last.
Although the Superintendent of Police, Lower Subansiri has assured to deal strictly with the case, the alleged accused has not been arrested yet, KAWA said in its memorandum.
Describing assault on the official on duty as gross violation of established rule of law, KAWA appealed to the authority concerned for immediate cancellation of the anticipatory bail granted to the alleged accused and the competent authority for immediate arrest of culprit.
NMWC writes to PWD
ITANAGAR, Mar 15: The Nirjuli Market Welfare Committee (NMWC) has expressed concern over the construction of drains in front of their shops in Nirjuli market.
In its representation submitted to the executive engineer, Naharlagun Highway Division the committee requested for construction of CC slab on the drains from near Apex Bank to Yapu Pharmacy, Nirjuli, within 10 days for easy access to the shops by the customers. It claimed that because of the ongoing work they are incurring huge loss as customers are reluctant to enter their shops.
Annual conference on DH&TE
ITANAGAR, Mar 15: The directorate of higher and technical education (DH&TE) is organizing its annual conference on higher and technical education at Banquet hall here on March 23 next. This academic colloquium brings together the policy makers, academicians and administrators where the achievements, shortfalls and road ahead are showcased, analyzed and deliberated.
As usual, the conference will also feature felicitation of former education administrators/college teachers, college teachers’ award, Governor’s award to university toppers (UG level), APSCTE’s Gold Medal to Polytechnic toppers, NSS awards etc.
Depute engineer for monitoring work progess: GYWA
ITANAGAR, Mar 15: Claiming that the road construction work from NH-229 to Gumte village (Rilloh to Gumte) has been going on without any supervision by an engineer and without proper tools and equipment as per the DPR, the Gumte Youth Welfare Association (GYWA) has insisted that the work has to be executed under proper supervision of an engineer.
In its letter to the chief engineer, PWD western zone, superintending engineer, PWD Bobia and executive engineer, PWD sub-division Pakke Kessang, the association has warned that the people of the area will compell to stop the ongoing work if their demand goes unheard.
Till date not even one percent of the work has been completed, it claimed requesting not to release the first phase of the running bill before proper verification of the ongoing work.
Do not induct PDS accused in cabinet: Organizations
ITANAGAR, Mar 15: A group of five organizations has urged the chief minister not to induct any of the legislators accused in PDS scandal and other cases in the cabinet and not to appoint them as parliamentary secretaries till final trial of court cases.
Organizations which include Arunachal Students’ Federation (ASF) and Arunachal Pradesh Youth Organization (APYO) have said that including them in the cabinet will be defeat of people’s hope and aspiration on the government.
Training on ‘Economic Empowerment of Women’

PASIGHAT, Mar 15: The Woman & Child Development department, East Siang today conducted training on “Economic Empowerment of Women” at Siang Guest House on Tuesday.
Delivering her keynote address, Deputy Director of Woman & Child Development, PE Angu informed that the government has taken steps for economic development of the rural women through implementing various schemes. As such, the unemployed and self employed women can enhance their economic status by availing the scheme benefits.
The topic of discussion in the training was ‘Innovative training on agro-based and Cottage industry activities for rural women’. Resource persons from Agriculture, horticulture, Textile & Handicraft and Cooperation departments imparted explained on their lines and urged the participants to avail scheme benefits under the departments.
A total 50 women participated the day-long training programme.
Workshop under Swachh Bharat Mission
ITANAGAR, Mar 15: The Department of PHE & WS, Sangram division of Kurung Kumey conducted training under Swachh Bharat Mission on handling of field testing kit (FTK) IEC (information education & communication) at Sangram and Koloriang blocks.
The training-cum-campaign mainly focused on creating total awareness on SBM, keeping the villages clean, building of household latrine, importance of hand washing with soap, safe handling and storage of drinking water, water conservation and operation and maintenance of water supply systems
Inaugurating the programme at Sangram block, MO incharge Dr. RK Talukdar explained the importance of water in our daily life, various diseases caused by use of contaminated water etc.
The AE of PHE & WS of Sangram division advised the participants to use FTK for testing water and submit the same to the department if any contamination is found in drinking water sources.
The District Consultants appealed to all the participants to maintain good sanitation practices.
Demonstration on how to test water quality using FTK was also conducted.
Fishing, hunting restricted

DAPORIJO, Mar 15: Realizing the fact that Taliha is in danger of losing its flora and fauna, Tam Tadu Welfare Society (TTWS) has restricted fishing, hunting of wild animals and collection of forest resources within its jurisdiction.
To remind the people about the Society’s decision to this effect, the TTWS has erected a pillar near Taliha town.
The Society has also decided to impose fine upto Rs.50,000 against those who are found violating the restriction order. It has, however, laid down some certain norms for collecting firewood, fishing- hunting and other activities in forests.
Sadung Gyadu, Circle Officer, Taliha and Payeng, who inaugurated the pillar, hailed the initiative for protection and preservation of fast declining wildlife, plants and other forest resources.
He also highlighted impact of deforestation like global warming leading to climate change.
The CO appealed to everyone to contribute individually in society’s endeavour by creating awareness among the villagers of the need to save wildlife.
General Secretary of TTWS Tani Maki explained the urgent need of stopping the fishing and hunting rampant in the area and also the aim and objective of erection of the pillar.
Workshop on Aadhaar at Changlang
CHANGLANG, Mar 15: The Gauhati Regional Office of Unique Identification Authority of India (UIDAI), an agency of Govt of India for implementing Aadhaar Scheme, conducted a day long workshop on Aadhaar seeding and authentication at Changlang on Tuesday.
Deputy Director General, L K Pegu and Assistant Director General, Piyush Chetia of the Regional Office, UIDAI, Gauhati while speaking on the important benefits of 12 digit individual number on Aadhar card informed that the Supreme Court of India has granted permission to link Aadhaar number in six schemes, namely; Public Distribution System, MNREGA, National Social Assistance Programme, Pradhan Mantri Jan Dhan Yojana, LPG & Kerosene and Employees Provident Fund. They further added that one can link Aadhaar number with the bank account and receive various benefits adding that linked accounts are accessible from any place in the country.
They further said that seeding the number will also help government’s grants to reach the genuine beneficiaries by avoiding fake persons to create duplicate identity.
In the day long programme attended by HODs of Changlang, seeding the number in various services were elaborated through presentations.

Cleanliness cum adventure camp by Saint Claret NSS
ITANAGAR, Mar 15: The NSS units of Saint Claret College held its two-day annual camp by organizing massive cleanliness drive at Abuliyang Bazaar and adventure trekking to Dusu Katu.
The Camp was attended by 91 volunteers from BA IV semester along with the program officers and the members of the Bazaar Committee, Hapoli.
Grouped in four batches, the volunteers undertook the cleanliness work at four different corners of the bazaar, under the guidance of the program officers Jeremiah Modi and Withoam Socia and the executive members of the Bazaar Committee.
The second day was meant for igniting the spirit of adventure and directing the youthful energies to appreciate nature through the means of trekking to Dusi Katu, some 20 km away from the township.
The eight-hour walk to and fro the prestine interiors of the Ziro valley was a soulful education in itself for the Claretines.
ABVP’s free skill development workshop
ITANAGAR, Mar 15: Akhil Bhartiya Vidhyarthi Parishad (ABVP)’s second free skill development workshop commenced at Lekhi Govt. Women's College, Naharlagun on Tuesday.
Training will be imparted on candle making and designing, soft toys, photo frame making, bottle decoration, ceramic wall pieces, glass painting, fabric painting and mehndi designing during this workshop.
The training program was inaugurated by Dr. Na wang Norden, Dentist, in the presence of ABVP's National Executive Council Member Dr. Joram Aniya Tana, Town President Yowa Bado, City Secretary Biju Mangri and Program Coordinator Tem Neni.
Niyati Pandya from Gujarat will provide training to the participants as resource person.
Similar training was organized at RGGP few days ago.
Staff salaries of new UD division pending for 3 months
ITANAGAR, Mar 15: Stating that government staff salaries for three months are pending in the newly created UD & Housing Department divisions of Palin, Boleng, Namsai, Changlang and Longding, the Arunachal Civil Society (ACS) has appealed Chief Minister Kalikho Pul and the Chief Secretary to look into the matter and solve the issue.
In a release, ACS stated that the DDO power delegation is pending in the office of the Principal Secretary Finance for the last three months.
The Deputy Directors have joined in the respective divisions in December 2015 but no DDO power has been delegated yet. As per the Department of Urban Development and Housing, DDO is urgently required during the end of the financial year, as the new divisions have been given with AOP provision for office and residential quarter’s construction, added the release.
RBSK meeting held
YUPIA, Mar 15: The district convergence meeting on Rashtriya Swasthya Karyakram (RBSK) cum IPPI, WIFS & NDD review meeting for 2015-16 of the Papum Pare District Health Society (DHS) was held on Tuesday.
Underscoring the importance of role of Education department in health related programmes, Deputy Commissioner-cum-chairman of District Health Society, Pooja Jain, suggested the Yupia DDSE to give strict orders to all the block officers and coordinator/head masters and principals in the district for successful implementing their programme in the schools. Appreciating the ICDS Papum Pare for their support and coordination with the Health Department during the programme, the DC also called on to maintain the same spirit in the near future.
Further the DC asked the DMO and DRCHO for early formation of the District Early Intervention Centre (DEIC) at Tomo Riba State Hospital, Naharlagun to provide better service to referral patients from the district RBSK doctors.
Earlier, DRCHO Dr. J. Ado presented the status of IPPI, weekly Iron Folic Acid supplementation (WIFS) and National Deworming Day (NDD) in the district. Dr. Ado also briefly highlighted on launching of switch on from tOPV to bOPV in the country on April 25, 2016.
RBSK Papum Pare, Dr. Toko Papu also presented on the status, target and achievement of RBSK in the district.
During the meeting Training Management Information system (TMIS) format were provided to all the MO incharge of PHC and CHC of the district and were directed to submit the report every month.
RBSK is an important initiative by the Govt of India aiming at easy identification and easy intervention for children from birth to 18 years to cover D’s viz defects at Birth, Deficiencies, diseases, Development delays including disability. DIPRO

Exciting days ahead
India’s immediate neighbour Myanmar on Tuesday witnessed a historic day. Myanmar's Parliament elected Htin Kyaw as the country's next President, the first civilian leader after more than 50 years of military rule. Htin Kyaw is a close ally of Aung San Suu Kyi, whose National League for Democracy (NLD) party swept to victory in historic elections in November. With the formation of civilian government by NLD, its leader Aung San Suu Kyi who was under house arrest for 19 years during repressive rule of military junta is expected to yield immense clout.
Suu Kyi is barred from becoming president due to certain provision under the constitution
of Myanmar. Despite hectic back door negotiation, the military which still holds
lot of power refused to change the constitutional provision for her. With election
of a new civilian president Myanmar took a giant step towards carrying forward the
democratic legacy. A lot of credit goes to reformist leader and former President
Thein Sein who unleashed series of democratic reforms after assuming charge of a
quasi civilian government in 2011. It is due to his bold initiatives that finally
a civilian government has been brought into power by the people of Myanmar in the
historic general election held last year. Prime Minister Narendra Modi congratulated
Htin Kyaw on being elected as the first civilian President of Myanmar in decades.

Conduct written exams under Sports quota
Dear Editor,
Through the columns of your esteemed daily, I would like to highlight the selection procedures of junior engineer in sports quota.
It is very surprising to know that for the post of junior engineer in sport quota,
especially in technical departments had never conducted the written examination so
far since its announcement in the year 2002. Why should the concern department/authority
hesitate to conduct written examination for JE in sport quota as it is done in the
case of PWD quota? There should be written examination for testing the candidate’s
technical knowledge and followed by viva-
How would you know about the candidate’s technical knowledge without conducting the written examination? I do not oppose the quota issued by the concern department/sport authority but my big concern is that of not conducting the written examination. Moreover, there are so many loopholes in selection of the candidates due to the lack of written exam.
Therefore, I would like to request all the working departments specially technical/sport department to look into the matter seriously and do away from the present system of selection procedure.

Digital age and cyber crimes
Dear Editor,
Through the columns of your esteemed daily, IA would like to point out one of the darkest aspect of our digital lives, which is cyber crime.
As the world is moving into a total digital age and our lives becoming much more tech centric. We have reached a point where the chances of becoming victims of cyber crime are very high if we are even a little bit careless with our online activities.
A report stated by Mcafee estimates that last year alone around $445 billion worth of damage was done to the global economy by various cyber crimes.
Hacking into your facebook or twiiter account is a very small part of cyber crime because except for some personal satisfaction the hacker won’t gain anything much. The real danger comes when a hacker hacks into your bank account or even your laptop or Smartphones. Trust me, if you don’t follow the correct security norms than you are actually handing it out to them on a silver platter.
It just takes a single cookie from your web browser to know all about your log in details and bank account information for someone with the right knowledge to use it for their personal gain.
There are some precautions that we can take like making payments only through the websites which has Hypertext transfer protocol secure (https) and not "http" also installing antimalware and antivirus in the same system.
For smartphones, install apps only through your dedicated app store and don’t root (android) or jailbreak (ios) your device unless you know what you are doing.
I hope people do follow the right security measures because precaution is and always will be better than cure.

The tragedy of new districts
Dear Editor,
In Arunachal Pradesh, new districts are created with great pomp & show. Deputy Commissioners are immediately posted to start the administration. But the tragedy is, it takes years to create ancillary administrative posts of line departments like DMO, DDSE, DFO, DVO, DSO, DHO, DAO, DFDO without whose assistance, DC alone cannot effectively administer development in the district. Practically what happens is that when a department processes a file for creation of such post(s), myriad kind of objections is raised by departments like Admin Reforms, Finance etc. Thanks to these objections that even after so many years of creation, districts like Kurung Kumey, Anjaw, Longding, Namsai, forget recently created & functioning Kra Dadi & Siang districts, lacks sanctioned post of district head of many departments.
It is paradoxical that while DC can be placed immediately, proposal for other department heads is met with rejections. In fact with creation of district these posts should be automatically created in a ‘package deal’ manner.
If these posts are accorded timely sanction, great deal of unemployment will be assuaged & the menace of functional or in charge appointment or for that matter, out of turn promotion will be curbed. I fervently hope the new Govt pay some attention in this area too.

Adhaar enrolment
Dear Editor,
We know that parliament have passed Adhaar bill on 11th March 2016 that aims to assign citizens unique identity number. Adhaar Card will be required for authentication of the personal identity. No doubt govt takes good initiatives. But whenever new schemes are launched, the common publics are worst sufferers as they suffer during the enrolment of ADHAAR number. The administration had declared many enrolment centres but when they had gone to enroll their names, they were refused by the concern authority. They even don't issue forms whereas the forms are available in the cyber cafe.
When one of my friends contacted the concern authority, they directed him to come next month, whereas there were no crowds in the office.
My concern is that if govt have appointed them to serve the common public, than why they are unnecessarily harassing the common public.
I therefore, would like to request the concern authority, through this daily that whoever is appointed to serve the common public should help the needy people and not differentiate between the rich and poor in enrolment in any govt schemes and programme.
